The Lake County, IL Government strives to provide the highest quality services to its diverse citizens. From addressing traffic congestion and balancing growth to providing elderly care and promoting healthy and safe communities, every County employee specializes in providing customer service to Lake County residents. The county's departments and elected officials work daily to increase the quality, timeliness and cost effectiveness of the programs they provide.

There are more than 300 taxing bodies in Lake County, including 18 townships, 52 municipalities, 45 school districts, 20 park districts, 15 library districts and 24 fire protection districts. However, there is only one county government that represents and provides services to every resident. The county government has an annual budget of more than $400 million and employs nearly 3,000 people.

The Lake County Government has more than 27 departments and agencies that provide a wide range of services to citizens. Those services include everything from providing water and sewage treatment to giving health care to the uninsured and performing restaurant inspections. Each of the departments and agencies reports to one of the standing committees of the County Board. Those committees provide budget and policy oversight in order to provide the most efficient and effective services possible.

Several of these departments provide internal support to County employees so they can perform their jobs better and be fiscally responsible with the taxpayers’ money. Other departments provide direct services to the people of Lake County.

Lake County Board

Voters in Lake County elect 23 board members to represent them. Each member represents their district on the County Board. Members of the board elect a Board Chairman and Vice Chairman to coordinate functions of the county government and to provide countywide representation and leadership. The county board also has a number of working committees, which members serve on, that meet on a regular basis. The Lake County Board meets regularly at nine a.m., the second Tuesday of each month at the Lake County Government Building in Waukegan. The College of Lake County is a comprehensive two-year community college offering a wide-range of academic programs meeting the needs of individual students as well as supporting economic growth and cultural enrichment in Lake County.

About 46 percent of the college’s 16,000 credit students are enrolled in programs preparing them for transfer to a four-year college or university. To serve these students, the college offers the Associate in Arts, Associate in Science, Associate in Engineering Science and Associate in Fine Arts degrees. Programs are offered in 46 areas of study.

Another 36 percent of credit students are enrolled in programs that prepare them for immediate entry into a career upon graduation. To serve these students, the college offers the Associate in Applied Science degree and career certificates in about 40 occupational fields.

Recognizing that learning is not simply a matter of formal academic credentials, the college also offers a number of academic options that do not lead to a degree or certificate. These include adult basic education, workforce development and personal enrichment programs.

Adult Basic Education offerings, which are free to the student, include General Educational Development (GED), English as a Second Language and high school completion, programs that are covered in part by grants from the federal government.

Workforce programs include vocational skills courses in such wide-ranging areas as computer software, real estate, allied health and teacher education. Other offerings include customized contract training and scheduled seminars for employers, advice on government contracting, workshops for small business owners and consulting services for businesses of all sizes.

Personal enrichment offerings are designed to help learners of all ages experience life-long learning without the constraints of grades. Programs include the popular Discovery! program for adults aged 50 and older and the XPlore! Program for middle school students.

The college offers many non-academic cultural enrichment opportunities through programming in the James Lumber Center for the Performing Arts and the Robert T. Wright Community Gallery of Art.

Accredited by the Higher Learning Commission and a member of the North Central Association, CLC offers programs at its Grayslake Campus, Lakeshore Campus (Waukegan), Southlake Educational Center (Vernon Hills) and extension sites throughout Lake County.

Midwest Generation, the owner of Waukegan Generating Station, is the largest independent power producer in Illinois. Headquartered in downtown Chicago, the company's primary business is generating electricity for sale in the competitive wholesale market. Waukegan Station is one of six major coal-fired power plants Midwest Gen owns in Illinois. Combined, these plants can generate enough electricity to meet the needs of about 6 million homes.

Located along Lake Michigan, Waukegan Station has 190 employees and was acquired by Midwest Generation in December 1999. In the past five years, the company has spent $70 million on environmental, safety and operational improvements in Waukegan and significantly reduced air emissions at the plant. In December 2006, the company entered into a long-term agreement wth the Illinois EPA for additional emissions reductions. As part of that agreement, Waukegan Station will be one of the first power plants in the country with installation of mercury emission controls, beginning in July 2008.

In addition to Lake County Partners, Midwest Generation supports numerous other local organizations and projects, including the United Way of Lake County, the Genesee Theatre, the Waukegan Hyde Park Elementary School Environmental Fair, the Waukegan Schools Foundation, the Waukegan Park District and the Waukegan Harbor Citizens Advisory Group. The Central Lake County Joint Action Water Agency (CLCJAWA) is composed of nine members representing 12 communities in Lake County, Illinois. Before the formation of CLCJAWA, these communities obtained drinking water from groundwater aquifers or purchased treated Lake Michigan water from other communities. Faced with diminishing quantity and quality of groundwater as well as rising costs of lake water, the communities joined together in 1986 to organize CLCJAWA. Under the leadership of Paul M. Neal, then the mayor of Libertyville, the group explored all options.

The final decision was unanimous. The group determined that the most cost-effective method of providing a safe and reliable source of water for its residents was the ownership of a water treatment and supply system using Lake Michigan water as the source. By joining together, they formed a unique intergovernmental cooperative that could own and operate a completely independent water system, freeing the member communities of the need to either purchase water from neighboring communities or to rely on dwindling groundwater supplies. More importantly, the arrangement would allow them to control their own destinies by managing the pricing, quality, and availability of their water supply openly and independently. Following final design and a 29-month construction schedule, the Agency's Lake Michigan water supply system became operational in March, 1992.

The Village of Beach Park is located in Lake County on the shores of Lake Michigan midway between Chicago and Milwaukee. Bounded on the north by Zion, on the south by Waukegan, on the west by Wadsworth and on the east by Lake Michigan. The Village of Beach Park is readily accessible by I-94 and Illinois State Highways 41 and 131, all major north south routes between Chicago and Wisconsin.

With a population estimated at 12,500 and a Median Household Income of $71,753 (Source ESRI 2007) the Village is planning for future development with infrastructure improvements. The Village is encouraging retail development in its two business districts – Green Bay Road on the west side and in the Sheridan Road TIF District on the east side.

The Average Daily Traffic Count for Sheridan and Wadsworth Roads is 23,700 cars. For Wadsworth and Green Bay Roads, the ADT is 16,500 (North of Wadsworth on Green Bay) and 17,700 (South of Wadsworth on Green Bay) On Sheridan Road, the ADT is 19,900 north of the York House Road intersection and 19,500 south of the York House Road intersection. The Green Bay Road corridor has available property of 6 Acre to 152 Acre sites; Sheridan Road has 2 Acre to 15 Acre sites available with good potential customer base.

The Waukegan Airport, located immediately adjacent to the Village accommodates private corporate jets and also private planes for business and pleasure travel. Beach Park is home to the Illinois Beach State Park which accommodates three million visitors per year. The North Point Marina, the largest fresh water marina in the United States is less than ten miles to the north and the Waukegan Harbor Marina is less than ten miles to the south. Thunder Hawk Golf Course designed by Trent Jones is a beautiful addition to our Village for those who enjoy golf or dining in the club house.

The Village of Buffalo Grove is located 35 miles northwest of downtown Chicago and overlaps Cook and Lake Counties. Buffalo Grove’s adjacent Cook County neighbors include the Villages of Arlington Heights and Wheeling. In Lake County, adjacent communities include Long Grove, Vernon Hills, Lincolnshire and Riverwoods.

Buffalo Grove was incorporated in 1958 when, on March 27th, the first Village officials were elected. The Village’s Comprehensive Plan projects that the Village will ultimately reach 7,202 acres, over 100 times its original size. The year 2000 census reflected a Buffalo Grove population of 42,909. The Comprehensive Plan estimates an eventual population of approximately 48,000. Upon incorporation in 1958, the Village held just 164 residents.

As it has throughout its history, the Village will continue to meet the challenges associated with growth through sound management and planning. Unlike many other suburban communities that exhibit the problems and characteristics of rapid urbanization, Buffalo Grove has retained the characteristics that attracted its earliest residents; it remains a community of tree-lined streets and well-maintained homes, of neighbors and neighborhoods. Buffalo Grove also provides access to the cultural, entertainment, and business centers of Chicago. Buffalo Grove was included as one of “Fifty Fabulous Places to Raise Your Family” in a nationally published book by that title.

Community High School District #128

Community High School District 128 has been providing a quality education to ninth through twelfth graders for more than 40 years. Located approximately 40 miles north of Chicago, the District serves an enrollment of more than 3,000 students. The District's schools, Libertyville High School and Vernon Hills High School, serve all or part of the communities of Libertyville, Vernon Hills, Green Oaks, Rondout, Mundelein, and Mettawa, as well as surrounding unincorporated areas.

Vernon Hills High School, the District’s newest school, opened its doors as the District’s freshman-only campus in 1999. It became a four-year school in the 2001-2002 school year. Libertyville High School was originally founded in 1917 as Libertyville Township High School. A referendum established the Libertyville Fremont Consolidated High School District 120 in 1949. Today's Libertyville High School building opened in 1953, and in 1963 Libertyville Community High School District 128 was established.

District 128 students and staff are recognized locally, as well as statewide and nationally, for their outstanding academic and extracurricular achievements. SchoolSearch, a Missouri-based firm that works with major companies through the world in providing relocating families with school information, awarded District 128 the Bright Red Apple Award of Excellence for the eleventh consecutive year in 2004. This award is based on five important factors: academic performance, pupil/teacher ratio, expenditures per pupil, educational level of teachers, and average teacher salary. Only 70 of the 894 Illinois school districts received this honor. District 128 also was named recipient of the 6th Annual SchoolSearch 2004 Bright A+ Award of Academic Excellence. This award honors school districts with academic performance in the top 5% of the school districts in Illinois.

In 1999, Libertyville High School was rated as the number one school in the nation by Expansion Management magazine. This rating was based on graduate outcome (graduation rate, college board scores), resource index (the community’s financial commitment to its children, student-teacher ratios, per-pupil expenditures, teacher salaries), community index (level of affluence and the adult education in the district), and education quotient (combination of the other three indices). In the final index, the education quotient, the District scored 149 points out of a possible 150.

The December issue of U.S. News & World Report Magazine features the publication's list of the best high schools in the U.S. for 2008. Community High School District 128 is pleased to announce that both Libertyville High School and Vernon Hills High School received silver medal recognition on the list.

In 1903, with less then 500 residents, the Village of Deerfield was incorporated with John C. Ender as the Village Board President. Years later, the Village is a thriving community with scores of possibility and opportunity.

Deerfield is located in Lake County with a portion in Cook County and covers an area of approximately 7.0 square miles. The Village is bordered to the west by Riverwoods, Highland Park to the east, Northbrook to the south and by Bannockburn and Lake Forest to the north.

The Village is a home-rule unit of government pursuant to a referendum on April 15, 1975 and operates under the council/manager form of government. Deerfield is governed by a Mayor and a six member Board of Trustees, all of whom are elected for a four year staggered term, and who serve without pay. The Board is the legislative body of the Village government. The administrative work is performed under the direction of the Village Manager, who is salaried and appointed by the Mayor and Board of Trustees. There are eighteen boards and commissions appointed to assist the Village board in its policy-making decisions. While most operate at the sole discretion of the Village Board, some have specific duties and obligations established by state law. The overall communication process between the Village and its residents is enhanced through the voluntary service of more than 100 citizens who serve as advisors to the Mayor and The Board of Trustees.

The Illinois Tri-State Toll-road (Interstate 94) runs through the western part of the Village and the Toll-road spur connecting the Tri-State Toll-road and Eden’s Expressway (four miles east) is the approximate southern boundary of the Village. The Village is home to many corporate headquarters, research centers and facilities for many well-known national and international companies.

The Village of Grayslake, established in 1895, is located in central Lake County, approximately forty (40) miles north of the Chicago business “Loop” and fourteen (14) miles west of Lake Michigan. Neighboring communities include Libertyville and Mundelein to the southeast, Gurnee to the east, Lindenhurst to the north, and Round Lake and Round Lake Beach to the west. Gray’s Lake, a 78 acre recreational lake, is located within the corporate boundaries of the Village.

A 2003 special census showed that the population of Grayslake had risen to 20,330 total residents. This is a 10% increase from the 2000 census total of 18,506 residents, and a 175% increase from the 1990 census figure of 7,388 residents. Village Building Department statistics show a continued increasing population, with a projected fully developed level of 24,100 residents.

Grayslake’s corporate boundaries encompass approximately 12 square miles of land that consists of commercial, residential and community development. The largest single land use is permanently preserved open space.

The Village has several industrial/office parks and new commercial developments within its borders. Commercial properties currently under development or recently completed include the 70 acre Center Street Square, Washington Square, the Mapleview Shopping complex, which includes the Jewel/Osco, the Atkinson Industrial Park which is a 240,000 square foot office/industrial facility, Atkinson Center which is an 11 acre multi-use commercial-office-industrial park, and the Route 83 Business Center.

The Village of Lindenhurst is a community of 15,000 residents located just five minutes west of Interstate 94 on Grand Avenue (Route 132) in the north central portion of the county. The Village is characterized by single-family residences priced in the low $200,000 to $750,000 range. New housing values over the past 10 years average above $450,000.

Historically, the Village was settled in a wooded area of Lake County dotted with both natural and man made lakes, expansive wetlands and as of late, numerous esthetically pleasing retention ponds and restored natural areas. The surrounding borders also comprise over 1,000 acres of Lake County Forest Preserve property making it an ideal place to live.

Traditionally, the Village was primarily a bedroom community. In 2006 after substantial negotiations with the development firm of OliverMcMillan, a San Diego based lifestyle center developer, the Village Green was born. The site encumbers the greater NW quadrant of Route 132 and Route 45. The mixed-use development will occupy approximately 200 acres, contain over 500,000 sq. ft. of upscale retail and about 550+ upscale residential housing units. The Village partnered with the developer to form a “Business District” which commits 1% of the special sales tax in addition to 1/2% of the statutory sales tax to fund the infrastructure. This unique mixed-use development is currently undergoing stormwater, grading and highway access design. The projected earthwork timetable is scheduled to begin in early 2008 with stores to be opened in the summer of 2009. This project by far will be the single largest development and is anticipated to be the economic force to fill the future needs of the Village. Approximately 100 additional vacant acres abutting the Village Green would be made available for additional economic development.

Round Lake, located in central Lake County, is surrounded by the villages of Round Lake Beach, Round Lake Park, and Round Lake Heights.

In 1901, the Armour Company began to harvest ice from Round Lake for their refrigerator car operations. They erected a massive ice storage building holding over 100,000 tons for shipment in spring and summer months. Round Lake was incorporated in 1908 as a stop on the Milwaukee-Chicago railroad line that extended from Chicago to Janesville, WI.

Migration into Round Lake began with vacationers who enjoyed the natural beauty and the lakes in the region. These vacationers turned Round Lake into a summer resort community for Chicago’s burgeoning urban population in the late 1910’s and the 1920’s. Later, with the post–World War II expansion into the suburbs, Round Lake's Armour-era reputation as a rural refuge acted as a magnet for new development.

Today, Round Lake is a prosperous, economically diverse community of approximately 8,759 residents (ESRI, 2007) situated within Lake County’s growing western edge. The Village of Volo is a small, but growing family community in west-central Lake County, near the intersection of Route 12 and 120.

Originally known as Forksville, historic Volo has been populated for the past 160 years. Volo has always been an active community with churches, stores, taverns and many residences.

Upon Volo’s incorporation in 1993, it became apparent that the new Village had an opportunity to develop a complete comprehensive plan to serve Volo’s residents properly. The Comprehensive Plan has been the guide to several agreements with the Illinois Department of Transportation, Lake County Department of Transportation, the Lake County Board, Forest Preserve Board, Lakes Region Sanitary District and the Village of Fox Lake. These agreements have produced the wastewater facilities, potable (drinkable) water facilities, road improvements and a great addition to the Millennium Trail.

Several residential subdivisions are currently under construction as provided for in Volo’s Comprehensive Plan. To better serve these new residents, the Village is also constructing a new Village Hall near Route 60 and Fish Lake Road scheduled for completion in the spring of 2008.

The Village of Volo’s concept of a family community continues to grow and expand as more people call Volo home. Village officials will always strive to maintain the family community concept.

Lake County Partners (LCP) is a private, not-for-profit organization supported by investors from the private and public sectors. We participate in the creation of wealth in Lake County by facilitating capital investment and new jobs. Our services are designed to attract new businesses, retain and expand local businesses, grow a skilled labor force for the region, build and diversify Lake County’s tax base, improve Lake County’s infrastructure, and address governmental issues that affect the business climate. LCP facilitates incentive and assistance programs offered by federal sources, the State of Illinois, Lake County, and in some cases, local taxing bodies. We provide site search assistance (coordinating with our real estate and municipal contacts), as well as economic impact analyses and other data services to help businesses find the optimal location. LCP is a Small Business Administration (SBA) 504 lender for “bricks and mortar” business expansions, working in conjunction with the business’s bank to provide financing for up to 90% of expansion costs. We structure Industrial Revenue Bonds and other types of bond financing offered through and in partnership with the Illinois Finance Authority. LCP acts as an advocate for businesses regarding state and local governments. In 2010, LCP assisted businesses that made almost $150 million in capital investments expected to create or retain more than 4,300 jobs. LCP is currently developing a Comprehensive Economic Development Strategy for Lake County, gathering input from area leaders in business, finance, academia and government to create an innovative and effective plan for Lake County’s future.
